Data Sharing and Governance

Equitable data sharing and accessible repositories are essential to unlocking the full potential of microbial genomics for public health. The PHA4GE Ethics and Data Sharing Working Group, alongside the Data Repositories Working Group, is working to develop practical tools, principles, and technical recommendations that ensure microbial data is shared responsibly, efficiently, and in ways that maximise global utility.

Problem Statement

Data sharing is often hindered by ambiguity, fragmented practices, and the absence of agreed standards across stakeholders. This slows collaboration and reduces the speed with which genomic data can be mobilised for outbreak response and research. At the same time, repositories remain underutilised or poorly integrated due to inconsistent processes and lack of alignment across systems. To address these barriers, there is a need for consensus-driven frameworks that combine ethical, equitable sharing with interoperable, user-friendly repository solutions.

Implementation Framework

PHA4GE and its partners are pursuing two complementary strands of work:

Data Sharing Tools

Data Sharing License

A browser-based tool that clarifies acceptable use of microbial data, refined through multiple rounds of stakeholder engagement.

Data Sharing Accord

A consensus-driven document establishing a baseline set of principles for microbial data sharing, reducing the need to renegotiate fundamental rules each time data is shared.

Repository Integration

The Data Repositories Working Group builds on existing repository tools, APIs, and platforms—particularly the newly launched Pathoplexus.

By collaborating with repository staff, stakeholders, and the Pathoplexus community, the group will develop technical recommendations that improve utility, usability, and integration.

This work will align with development roadmaps from NCBI, DDBJ, ENA, and Pathoplexus to strengthen the broader pathogen data ecosystem.

Resources

Pathoplexus is an open-source viral genomics database designed to support transparent data sharing, flexible attribution, and advanced analysis of pathogens of public health importance. Built as a community-driven platform with open governance and interoperable data access, Pathoplexus aims to strengthen global research and public health responses to infectious diseases.

This publication introduces the PHA4GE Microbial Data-Sharing Accord, a set of consensus principles to guide the responsible secondary use of microbial data. The Accord provides clear, accessible guidance to promote trust, protect against misuse, and support evidence-based public health research and surveillance.

The PHA4GE Ethics and Data Sharing Platform brings together researchers, ethicists, and practitioners to engage in informed discussion and collaboration on ethics and data governance. Designed as a respectful and transparent space, the platform supports shared learning, funding opportunities, and the development of ethical research practice.
